Overview
A proposal has been presented by Outrigger Industrial to develop a logistics center at the Franklin Mint site on Route 1. This proposed center will be 361,500 sq ft with 458 parking spaces and 74 trailer stalls.
Logistics centers transport and distribute goods and differ from conventional warehouses. They lead to increased air and noise pollution due to the high volume of truck traffic and industrial activity which often occurs 24 hours a day. This proposed development will negatively affect residents' quality of life.
Main Concerns
Currently, 29,000 vehicles, including 1,200 trucks, travel on Route 1 at this location every day. This proposal estimates an additional 4 tractor-trailer trucks every 10 minutes (576 trucks a day). This proposal would lead to a 48% increase in truck traffic on Route 1 and a significant increase in cars given the 458 proposed parking spaces.
Increased Air and Noise Pollution
Motor vehicle exhaust contains nitrogen oxides, carbon monoxide, particulates, and other toxic air pollutants. These pollutants are irritants and neurotoxicants and lead to asthma, premature heart disease, dementia, and poor birth outcomes. Vulnerable populations like children, pregnant women, the elderly, and those with heart and lung conditions are at increased risk for health impacts from air pollution.
Tractor-trailers use diesel fuel, emissions from which can have significantly higher health impacts than cars. A single tractor-trailer can have exhaust emissions equivalent to 100 cars for each mile driven. Idling tractor-trailers, such as when waiting for a traffic light, produce the highest rates of pollution.
Logistics centers operate around the clock, generating constant noise from trucks, machinery, and loading operations. Noise pollution, such as back up alarms, can lead to stress related illnesses, high blood pressure, hearing loss, sleep disruption, and lost productivity.
Traffic Implications
Increased truck traffic from the proposed site will lead to increased congestion on Route 1. With the proposed facility, we can expect a line of trucks waiting along Route 1 and at the light with Route 452.
In Delaware County, the average response time for EMS is 7 mins. The Rocky Run Fire Company would be impacted by the traffic congestion, resulting in delayed response times for emergency vehicles. In 2021, there were 189 crashes within a 2-mile radius of the proposed site. Increased traffic due to the proposed logistics center will increase car accidents, potentially resulting in more significant injury when tractor-trailers are involved.
We met to review the current state of the impending Outrigger proposal and downstream consequences of traffic, risk for detrimental irreversible environmental effects, and disruption of our local emergency response providers to navigate the already congested traffic.
